Tier 2 (Gen) Visa Sponser to Relative

Hello, Can a employer sponser a Tier 2 (gen) Visa (shortage occupation) to this close relative e.g. brother-in-law. Because I have read the Tier 2 Guidance which clearly says:

SMS users must not assign a CoS to themselves or assign a CoS to a close
relative or partner. A close relative or partner is a:
 spouse or civil partner
 unmarried or same-sex partner
 parent or step-parent
 son or step-son
 daughter or step-daughter
 brother, step-brother or half-brother
 sister, step-sister or half-sister
 nephew, niece, cousin
 father-in-law, mother-in-law, brother-in-law, sister-in-law, son-in-law or
daughter-in-law

Please confirm.

You have answered your own question! The guidance clearly states its not allowed.
