Visa4uk IHS paymemt failure

Hi guys.

I am trying to make a payment for IHS from visa4uk.
Everytime I try to make the payment through the visa goverment website it wont work. I get a message saying please contact the merchant quoting this reference number.

I have tried calling the visa application, they dont know why. I have tried calling worldpay they claim they cant do anything.

This application is being made from Kosovo, as a wife settlement visa.

I dont know who to contact. Please can anyone help.

You need to contact the merchant...in other words, the issuer of the card you've paid with.

Well the issue is I didnt even get to the stage of entering the card details. It wont even get to that stage. It just states there is a failure. It cannot be the card issuer that is the merchant.

The payment is meant to go through via worldpay but they dont deal with it. If Albania is entered this works, however the application is kosovo.
