British Citizenship and Benefits

Hi, I am an European living in London. I got a Permanent Resident Card 1 year ago. I would like to apply for British Citizenship mainly to be able to vote. Reading the Guide AN I found the following text on page 7: "Among the duties and obligations which you are expected to fulfil is payment of income tax and National Insurance contributions"
I have been on benefits (JSA Income based) in the last 6 years, recently (the last 3 years) working part time but still on benefits. Before benefits I worked for a short period of time. And before that I was out of the country.
I have never paid income tax because I have been on benefits and the money I am making working part time is too little to qualify for income tax, I have done self assessment the last 3 years. JSA has paid my National Insurance Contributions during the last six years.
My question is: can I still apply for Naturalisation as a British Citizen?
