Iresh National Child.Can i apply for Schengen Visa

Hi All.
I am non eu citizen living outside eu. have an Irish minnor national child.
Can i use eu treaty free movement on behalf of minnor child.
Can i apply for tourist visa for any eu country on behalf of minor child under eu treaty rights.
