Applying Irish EntryVisa on Critical Skills EPfrom Australia

Hi Experts,

I recently got an employment offer in Ireland and my employer had already applied for Employment permit under Critical Skills. As per them, hopefully i am getting EP within 2 to 3 weeks and after that I would be applying Visa from Irish Embassy.

Currently, I am in Bahrain and I am leaving from here before my EP arrives and I am Nepalese Passport holder.
Just clarify on my following queries:

1. I am also Australian PR holder, can I travel to Australia and apply entry visa from Irish Embassy, Australia filling online visa application.
2. Or, It is must that I should be applying visa from Nepal, as i am being Nepalese passport holder.

Please suggest, all your suggestion would be highly appreciated.
