EEA FP next steps

Hi,
The facts of our situation:
I am a British Citizen, wife and mother in law are Ukrainian. They have EEA Family permits valid until April 2018. We all came to the UK via Surinder Singh route, living and working in Belgium. I got a work transfer back to UK. We filled out EEA2 form to get a five year family permit.

Now what are the next steps for my wife and mother in law? Is it an EEA4 / ILR or can they apply for Permanent residence? Could my wife apply for British citizenship after ILR? She works full time and is of good character etc.

If EEA4 is the right form to fill in, is there a fast track route? When can we apply? Or can we only apply when family permit expires?

Would be grateful of some advice and helpful pointers...
