Schengen Visa for Parents (from Canada)

Hi All,

I would appreciate your quick help on below:

Background:
I am trying to apply for schengen visa for my mom. She will be travelling to visit relatives (her brother) in France who is very sick and right now living on life support system. My mom is Canadian Permanent Resident and not employed as she is house wife. I am trying to get VISA approved as early as possible so that she can see her brother before his health gets worst. As per the required documentation:

1) Is there any way that I can make the visa review process expediated for the situation mentioned above?
2) Do I need proof of accommodation from relatives in France and does that have to be an original document? what exactly that document I would need? Does invitation letter along with passport copy and utility bill from relative in France suffice that requirement?
3) Anyone who can guide on where to purchase medical insurance from Canada? I would appreciate if you can suggest and vendor.

What is the immigration status of your mother's brother in France? Is he a French citizen? Or is he a permanent resident?
