UK Visa tier 4 General extension

Hello
I am going to apply for a postgraduate study this coming summer. Let say the course will start at 18 September 2017. My current undergraduate visa will be expired on 31 October 2017.
According to the T4 Migration Guidance number 128 https://www.gov.uk/government/uploads/s ... idance.pdf (If you are applying to continue your studies in the UK, your new course must start within 28 days of the expiry of your permission to stay or, if you overstayed, within 28 days of when that period of overstaying began.)
I get a little bit confused here. Is that mean I cannot apply the new visas in the UK? Or it means that my current visa will be expired at 31 October 2017, so my new course should start before 28 Novemeber 2017?
