ILR 10yrs route

I came in uk june 2007 as a student, then i extented my visa as student which expired december 2012, then i applied FLRO asking humanitarian protection in medical ground as i was addicted to heroine, which got refused with Appeal right, i appealed the decision got refused in first tier tribunal, then i got permission to take case to upper Tribunal, judge concluded the case February 2015 saying first tier tribunal's decision wasn't wrong, but he made an unusual step making recommendation to home office saying allow me to stay till end of June 2015, as i mentioned to judge my treatment will finish by that time. I wasn't issued any removal notice or i didn't receive any communication from home office since then.
I didn't make any application untill june 2015 as i was expecting to get a reply from home office, i made another application at june 2015 saying i m still on treatment & i lost my tie with parents back home, home office refused the application without appeal right at december 2016 & issued is96, i m reporting at becket house in every two weeks , then i applied judicial review in january 2017 which is still pending.
will i be able to apply ILR in 10yrs long recidency route?

No as you do not have 10 years of lawful stay in the UK. It seems you have been an overstayer since Feb 2015 when you exhausted your appeal options.

Hi, I still an made an application on 10yrs route & private life,
As I went premium service I had the opportunity to see the case workers first reaction, she was very upset/ unhappy/ dissatisfied with my case & told me I will get an refusal on 10yrs route bcos I had a overstaying period, private life & humanitarian ground been refused before that I applied earlier which seems to her same as before. After few hrs she handed me a letter that says, my application is in under further inquiry, not to make any travel plan.......
I stopped atending reporting centre as I lost hope on 10yrs route & I m overstayer anyway & the letter from homeoffice says I m allowed to stay until I get the decision.
I m really out of direction at the moment, any advice will be helpful. Thanks

Unless they are serious human rights basis for your stay, you have no grounds to stay in the UK and you could potentially be detained and deported. Your failure to report is also a big issue
