Applying visit/family visa out of home country

Hi all, my mother's going to Germany from Iran in June for few month and I was thinking to suggest her to apply for UK visa in Germany and invite her, but I am not sure if it's possible?(She cannot apply in Tehran because of appointment time, time of process and other reasons but that's beyond this thread)
I checked gov.uk and that's what I found :

You can apply for a visit visa at any UK Visa Application Centre, anywhere in the world,
including the centres in Tehran, Turkey and the United Arab Emirates.


( You’re an Iranian national, resident in Iran, applying for any other type of visa)
You can apply for any other type of visa at the UK Visa Application Centres in:

Tehran
United Arab Emirates
Turkey


in the second paragraph " RESIDENT IN IRAN " part confused me , does the opposite of that apply for 1st part?
I mean does the 1st paragraph means , you should NOT be resident in Iran to be able to apply out of Iran ?
I appreciate if someone shed some light ,cheers .
