Passport sticker visa into BRP Do I have to use NTL ?

Hi there, is it possible to transfer a visa/sticker from an expired passport into a BRP without having to pay £237? Maybe pay a lower fee or something like that or is it the only way? I have a PR sticker on my passport as a spouse of an EEA. Many thanks.
