In terms of the Tier 4 work restriction, I would say no. It is not one of the types of permitted work in Paragraph 245ZW(c)(iii), and there is no specific exception for work undertaken online or with payments made or received in another country.
It would also reasonably be seen as "engaging in business activity" which is specifically not allowed. While it not one of the three specific examples of “business activity” in the Tier 4 Policy Guidance (paragraph 308), the list is not meant to be exhaustive.
