uk spouse visa appeal review

hi can anyone shed some light regarding this issue

basically my wifes entry clearance was refused on January 19th 2017 and having contacted our solicitor he said to appeal which was submitted on 31/01/17 the notice of pending appeal was issued on 27/3/17 and it stated they will review this in BHC New Dehli within 28 days but also we were given a time frame of 15 weeks (until july 10th 2017) for the BHC to get back however my question is after reading a lot of posts on this site I have realised lots of visa appeal reviews were completed within the original 28 day deadline and were successful but how come my wife's has not been completed yet, is it ok to think they are using up every bit of the 15 week deadline or should I think the review has been unsuccessful

also where does the appeal bundle go to from the tribunal office does it go to Croydon home office or the embassy where original application was made, the tribunal office says random things like it goes to home office maybe the embassy etc.
