One team member received complex issues letter

One team member received complex issues letter

Hello

Is this normal that just my team member received complex issues letter not me?
Even though we applied in the same envelop and same time 22nd March 2017.

Both members Biometrics Done on same day 3rd May 2017.
He received complex issues letter on 7th may (Dated 5 may )

Is this possible that one team member's case take less time and another one take more time ?

Have you guys seen this kind of case ?

Team member applications are NOT LINKED. They will be evaluated separately as this is VERY VERY clear in the guide.
