MN1 with or without PR Card

Dear All
We are EU Citizen with PR Card but my daughter who was born outside UK does not have one, but we live in UK for the more than 6 years. Question is?
Can we apply for citizenship or we need to apply for her PR Card even though she is here for more than 6 years and in primary school and her father got a PR Card as well?
We have all other requirement but a bit unsure about the PR card.
