Fresh application and permission refused by same judge

Dear respected members,

Please need your kind help on under mentioned points:

**The applicant by this application for review seeks to challenge the decision on Fresh submission refused on 13 July 2016 by CCWD FSC5 on behalf of Secretary of the State Home Department. She applied review on Fresh submission was refused by Upper Tribunal Judge Mr. Macleman on 09 Mar 2017. Applicant applied permission to Appeal to the Court of Appeal which was refused by the same Upper Tribunal Judge Mr. Macleman on 21 April 2017. Applicant request the honourable court to take full attention how a same judge refused the permission to Appeal of the court whereas it should be seen by other judge as per rule of law, which is itself error of law and very unfair**

Can a same judge give decision on application as per rule?
