BC for EU Child born outside UK, Parents not intending BC

Can one apply for BC for a Child born outside the UK when Parents are not intending to became British Citizen?

Child 1: 11 years old, date of arrival UK April 2010
Child 2: 4 Years Old, Naturalised after both Parents got PR Card.
The question above refers to Child 1.

Not usually. A child born outside the UK is normally only registered as a British citizen if one of the parents is getting naturalised and the other parent has settled status.

See the whole of Section 9.17 (from Page 39 onwards), with an emphasis on 9.17.9 of the Chapter 9 of the Nationality Instructions: registering minors at discretion.
