FLR(HRO) form application

Hi all,
I am intending to apply for my mother as a dependent on medical and health grounds. She is suffering from Parkinsons and has been living alone in mumbai, India all this time. But we have been bringing her over on visitor visas over the last few years.
Her condition has now worsened and she needs help with almost everything from getting up from bed and walking to bathing and changing clothes. Apart from that because of her bad circulation in her legs, she has venous ulcers on her legs that are very painful and need compression bandaging every 2-3 days that needs to be done by a medical nurse or someone who knows how to do this. Currently my sister is doing this as she was instructed by the ulcer specialist.
My mum's is a progressive disease and she is only getting worse. We feel that now she will not be able to live in India on her own with the part time help that she has. She needs full time care so we are intending to bring her over here full time.
She is currently in the UK on visit visa that ends in early August. So was planning on applying using the FLR(HRO) form that was suggested to me by UKBA official who i spoke to on the phone.
Any advice on this type of application is appreciated and help on paperwork collection if anyone has had to do this type of application would be highly helpful..
