Don't forget that with the sole tenancy agreement you also need the Letter of No Objection from the landlord. As long as you are the only person named on the tenancy agreement and the council tax bill there is no need for inspection report. Ideally (but not necessary), you should get a new agreement drafted with both your names on it.
