Its not the mandatory requirement but onus is on the applicant to show that there is adequate accommodation is available for him/her while visiting the UK and house where they suppose to live is not overcrowded in the event of their visit.

Don't forget that with the sole tenancy agreement you also need the Letter of No Objection from the landlord. As long as you are the only person named on the tenancy agreement and the council tax bill there is no need for inspection report. Ideally (but not necessary), you should get a new agreement drafted with both your names on it.
