Tier 2 work permit and NO NI number

Hi I'm currently working with tier 2 work permit since 4 months.
I have no NI number. How serious situation I'm in ?

I applied for it but due to wrong address I haven't received.
After calling called jobcenterplus, I came to know that that is due to wrong address and I received them after 2 weeks.
I have sent those forms 4 weeks ago I haven't received it yet.

How serious situation I'm in. Could any one please help me to understand ?

the only problem u are in is that u are most likely paying more tax than u should be paying.
U are probably on BR tax code.
Once u get the NIN, give it to employer who should be able to adjust some tax , and you can get the refund from hmrc later.
