28 days grace to apply ILR (LR)

Dear fellows,
Would you please help me with your valuable knowledge and advice. First I applied for Visa FLR(O) in April 2016 and that was refused in October 2016, UKVI gave me 28 days to make another applicant or leave the country. I have made another new application FLR(FP) within 28 days time and I haven't heard anything yet.
I am going to reach my 10 years continuous residency in August 2017.
My query is: am eligible to have 28 days grace to apply ILR (LR)?
More specifically my 10 years will complete on 10th August 2017, can I apply 28 days early or after 13th July 2017 for ILR (LR)?

No as you do not have 10 year lawful stay. You have been an overstayer since the first FLR refusal in October 2016 when your section 3C ended :!:
