Extending Visa

Good day!

My friend has a UK tier 2 general visa approved and all documents that he needs to enter the UK are already settled. However, the country that he currently is in has asked additional documents before he leaves the country. My question is, the specified date on his visa is June 4 to July 4 and will be valid for 3 years when he is already there in UK. Does the 1 month stated in his visa is the only valid time for him to travel? What if he cannot leave yet the country because of the delay in the requirements, can he adjust the 1 month? Are there fees to be payed? If so, what are the steps / process to take.

I just realized the term for this, and its 30 day vignette. Anyhow, same question. Can I extend / change the date? Or i need to apply for a new one?

He may apply for a vignette transfer.
