Tier 4 general Visa application

Hi, I am currently a fifth year medical student under the Tier 4 student VISA and will commence a doctor ( foundation) training programme in this end of July.
Since according to the guidance that is given by the international Team and sponsorship for the foundation programme ( HEE), I should apply for the Tier 4 student general visa as soon as I received my CAS number which I have received it from them last week. When I went for my appointment for the Premium service yesterday which I have paid 1047 pounds for so that I can receive the decision and my actual visa plus all the document on the day, unfortunately, they told me since I can not provide my actual medical degree certificate, even though I have a job offer letter from the hospital, the academic transcript( not included the final year) and a letter from the university saying that the actual decision of whether or i will complete my degree will be on the 13/6. They will have to send off my application to the main office and they cannot give me an exact date regards to when my passport will be back and whether or it is approved or rejected. Basically, it is full of uncertainty.
I have asked my university, they said they will be able to provide me with a letter saying that i will be granted a medical degree certificate on the 13/6. Should I call the home office up , and asked whether I can add one more document for the application at that time? Since I have paid that much for this Visa, I would expect the service to be better and clearer to be honest but the worker in the liverpool centre is just very unhelpful. I wonder if my application got rejected or i want to withdraw my application, how long will it take my passport and all the document to be back?
Please guide me on further action
