Tier2 Dep-Will Visa start date match to intended travel date

I'm currently in UK having Tier2 ICT short term visa valid until 6th March 2018. My husband is planning to travel to UK from India on Tier2 dependent visa. The intended travel date is 11th August, 2017 and he will return back to India in 3 weeks. We are planning to go for a europe trip as well within this 3 weeks. Because we have a tight scheduled, we planned to apply for UK visa in June via my employer so that we can get UK visa early and we have enough time to apply for schengen visa from india. My questions are as follows:

1) Will the UK visa start date be same as the intended date of travel?
2) If not,my husband may not be able to travel within a month of visa validity, so is there an option to change the visa start date?
3) please suggest when I can apply for UK dependent and schengen visa for my husband to suit the dates of travel as mentioned above
