Tier2 ICT Short term to Tier2 ICT Long term

Hi,
With the recent Apr 2017 changes from UK home office Tier2 ICT short term is no longer available. Earlier there is no cooling of period from Tier2 ICT short term to Tier2 ICT long term.
1) So, does that still remain as is ?. or any new cool off period rules applicable ?
2) To get the VISA changed from Tier2 ICT short term to Tier2 ICT long term (assuming the same employer provided the updated sponsor certificate for another 3 years), can the new VISA applied being in UK ?
