EEA Family Member Residence Card application

Hi,

I am a Spanish national that has been residing in the Uk since 2011. My husband (non EEA national) and I submitted an application last June for a residence card as him being a family member of a european. The application was submitted 15th June 2016, in July he enroled his biometrics and we received the Certificate of Application last 28th July 2016. Since then, we have not received anything back from the Home Office (they were supposed to make a decision within 6 months). I phoned the Home Office and basically they said that a decision has not been made and I need to wait until they do.
My question is, is there something I can do as this application is long overdue? Can the Home Office actually take much longer to make a decision?
