Delay in Long Stay D Visa for Ireland to join EU Spouse

It has been almost 16 months, I applied for my visa. I had applied for Long Stay DVisa for ireland to join my spouse who is European Citizen. But even after so many months, there is no update on my visa. I and my husband are fed up and feeling helpless now. We have done so many followups with embassy but there is only response mentioned that they have receive large volume of applications , hence delay in process. Please let me know what do I do except waiting. Thanks, Deepali
