Please I need and advice..

Hello everyone, am new here but I hope someone with help me with a good piece of advice so I know what step to take next.
Ok.. it's 2years now I have being following up and EEA sponsorship to get a stay in the UK with my brother, but they keep refusing me.. well we gave the few proofs we had, like emails, few pictures, addresses in U.K. money transfers in my bank statement to show that his my sole sponsor here, but they reject, well what makes is worst is the day they came to check on me I was not in, and my brother was at work, they meet me cousin who just entered into the country a few weeks and as afraid as he could be, didn't give them a proper information of my where about as he was asleep when I step out that morning. But confirmed that I lived in the house and was related to sponsor who is my brother.. so they left and I received a letter of refusal,weeks later.
I did another fresh application and send again, considering the fact that they refused and this time I made A DNA to prove my relationship with my brother.
Well finally, they replied me days ago and told me they can't grant me a stay because I can't prove any relationships with my bother and they are not sure his my sponsor here, so I have to prepare my self to leave the uk or I can only step forward for a judiciary review.
What I want to know is, do I have any chances to win my case if I go for a judiciary review? And how does it work, can I do this by my self, because I also have a feeling my solicitor doesn't present my case well, and taking a lot of money from my brother. Please someone help me.
