Refusal to issue a RESIDENCE CARD - EEA

Hi. So my case is as follows and any response is greatly appreciated:
I'm American. My husband is an eea national. Irish passport. Born and bred.
Daughter born in Northern Ireland/UK
Another one on the way. We are currently living in Northern IrelandUK
I waS refused about a year ago because my husband was unemployed and on jobseekers Nd was told not enough evidence
I have left and re entered via dublin after the refusal. Returned as visitor in January 2017.
When I was refused I was told to appeal but never did. Or leAve which I had done. But now I'm back as a visitor
Now my husband is self employed.

What should I do?
