Naturalisation decision VS Home office invitation

Hello,

My friend received the invitation for the citizenship ceremony from the local council and the invitation from Home Office.

Is that the same as the 'naturalisation application decision' or she is supposed to expect the decision in the separate envelope? Thanks!
