Applying for a short term study visa

Hi

My friend is a Colombian national on a 6 month standard visitor visa that expires in October. He arrived in the UK in May and has a return flight to Colombia in August.

He's now decided that he wants to study English here for 8 months from September and understands that he needs to apply for a short term study visa (11 months) outside of the UK.

My question is: does my friend need to apply for the student visa in Colombia or can he do it anywhere so long as its outside of the UK (i.e. Madrid)?

They can apply anywhere outside the UK. See paragraph 28 of the immigration rules

There is guidance on Where to Apply, but it has not been updated since Short Term Student was introduced, so it is not useful.
