UK NARIC: Can I send SYBsc marksheet?

Hi,

I had to leave my studies while I was in TYBsc in 2001. I have marksheets till SYBsc.
When I submitted my HSC marksheet and certificates to UK NARIC, they were rejected saying
"The level of the qualification that you have submitted does not meet the criteria for this service. UK NARIC can only assess undergraduate and postgraduate academic qualifications."

so my question is:
1. should i submit sybsc marksheets to uk naric?
2. If not. What are my options?
And
3. I have booked an Life Skills B1 (speaking and listening) test. Will that be enough to prove my english knowledge since I wont be having UK NARIC certificate?
