English Requirement C1 or B1?

Hi Experts,

I have a question regarding the English requirement for Tier 2 (General) visa, more than 3 years.

Recently, I have offered a position as Lecturer in the UK and have received my visa rejection due to insufficient proof of knowledge of English. I admitted that it is my fault to overlook the guideline and forgot to provide the UK NARIC assessment in my first application.

The officer indicated I need the English Standard to level C1 to gain 10 points. See below:

has obtained an academic qualification (not a professional or vocational qualification) which either:
1. (1) is a UK Bachelor's degree, Master's degree or PhD
2. (2) is a qualification awarded by an educational establishment outside UK, which is deemed by UK NARIC to meet the recognised standard of a Bachelor’s degree or Master’s degree or a PhD in the UK; and UK NARIC confirmed that the degree was taught or researched in English to level C1 of the Council of Europe’s Common European Framework for Language Learning or above

However, when I checked the Immigration Rule Appendix B, the requirement for entry clearance appears to be B1 only. See below:

Row F Tier 2 (General) Entry clearance and leave to remain, other than the cases in paragraph 5 below - A knowledge of English equivalent to level B1 or above of the Council of Europe’s Common European Framework for Language Learning

I am applying the visa again. I have two questions:
(1) What is the requirement for the English standard for my case (Tier 2, General, More than 3 years)? C1 or B1?
(2) If I would like to take a test to prove my English standard, which one is the correct one, IELTS for UKVI Academic or General Training?
