Initial right of residence counts to PR?

Dear all,

Does anyone know if the initial unconditional right of residence (3 months) granted to all European citizens counts towards the qualifying period for PR? Is an EU citizen considered as a qualified person during this time even if the person is not working/studying/looking for work?

A friend arrived to the UK with the intention to stay long term in June 2012. He started applying for jobs and after 2 months he received an employment offer and has been working for the same company ever since.

Can he apply for DCPR now, as he's been in the country for more than 5 years, or should he wait until he clears 5 full years of employment?
