EEA Family Permit

My wife, who is an EU citizen and Polish national (both of our young children are as well), and I would like to relocate to England (London specifically), where she lived three years ago (prior to our marriage). I am an American citizen. At that time, she applied for an American visa and I applied for an EEA Family Permit. We were accepted for both but decided to live in America because a) I already had a good job here b) I could not find a suitable job there in the six months allotted by the permit. Subsequently, my previous EEA family permit expired. We are now considering a move back to England, to be closer to her parents in Poland (I also have family members in London and France). It is my understanding that as a spouse of an EU national, I am able to come over to any EU member country to live and find employment (with my spouse). England however, requires me to apply for a family permit? Is this right? Do I need one? Can you get a second one after the first one expires? Am I eligible given that my wife is no longer a resident there? How should I go about this generally? Thanks.

You may apply for an EEA family permit to travel with or join wife in the UK. After she becomes a qualified person, then apply for a residence card.
