Family of a settled person visa

Hi everyone. I'm from the UK, living and working here in the UK. My fiancé is from Colombia, currently living and working over there. We want to get married in the UK, and then settle here. I have a couple of questions which I hope someone can help me with.

1) Does the Family of a Settled Person visa (this one - https://www.gov.uk/join-family-in-uk/overview) allow her to marry me here in the UK, or is the Marriage visa the only visa that permits someone to marry here?

2) If the Family of a Settled Person visa DOES allow us to marry here in the UK, can she then apply to extend her stay in the UK as soon as we are married?

She needs to apply for a fiancée visa (NOT the cheaper marriage visitor visa).

You will have 6 months in which to marry and switch to a FLR(M) spouse visa from within the UK. Until the FLR(M) visa is granted she will be unable to work or have access to the NHS.

The currrent fee for a fiancée visa is £1,464 and the FLR(M) visa is £933 (postal) or £1523 if applied for in person at a PSC.
In addition to the FLR(M) visa fee she will also have to pay the £500 NHS surcharge.
(Casa, not CR001)
