It does says that the EU national would be allowed to complete 5 years and acquire settled status but doesnt gives insight about their family members.
Possible case law interpretation (not specific to immigration). Also see the document linked to in this post. The Government's position paper says that those with PR documents will need to reapply (for settled status) post-withdrawal- but this is not set in stone and may change depend on negotiations with EU/legislation in Parliament. I think it would still be recommended to obtain PR evidence if possible.
