Visitor Visa -While waiting for Citizenship Confirmation

Hi,

Query regarding Visitor Visa:

I am currently holding ILR, I have applied for British citizenship and the application status is showing 'Decided' online, but I have not received the Letter from Home office

I am applying for Visitor Visa for my Mother in Law during first week of July

Questions is

1. Can I submit my ILR and Indian passport to apply for the visitor visa while I progress the citizenship process?
2. Do I have to wait for the citizenship process to complete to initiate the visitor visa?
