EEA Family permit sponsorship

I am EEA citizen and currently living with my family in UK. I would like to help my sister (EEA) to come to UK together with her dependent child (non EEA) with plane tickets, sharing with them my accommodation and sponsoring them until she start to work. Can the EEA national and sponsors be two different person since my sister currently doesn't has a job?
