Number of Envelopes for OCI and Passport Counsular Services

For Passport/Consular Services: Applicants are required to provide 2 return envelopes to send the documents safely, once processed.

I am applying for surrender certificate. I thought it is only one special delivery envelop that has to be provided while submitting the form. Can someone confirm what should i be submitting ?

Will their return weight cross 100 grams ?
