Selecting visa application center

Good evening,

My wife, who is Cambodian and a French resident. Needs to apply for a visitor visa so we can assist my cousin wedding. We live close to Switzerland so I would like to know whether we can fill the application there or we have to go to Paris, the difference is 5h drive!
