EEA Resident permit extention refused

Dear All,
My EEA extension was refused based on my wife's expired passport was not valid ( lost of stolen) etc.
So they said no need to consider anything else just refused.
My wife passed away in her country and I do not have the death certificate?
Anyone can help me here please!
