First Tier Tribunal Appeal

Hello members,
I am asking a question for my friend who is a british national.

His Mrs from Pakistan applied for the spouse visa to join his husband.

Visa refused: home office think he is not in geniune employement.

Applied for Appeal, after long wait attended court hearing with the barister. However, Home office representative/Home office presenting officer did not attend the hearing. Barister cleared everything to judge.

Just a quick question
1. Is it normal home office representative/Home office presenting officer not to appear for court hearing?
2. How long does it takes for the decision?
3. Heard the chances of appeal acceptance is higher when presenting officer is not present in the court?
