what type of visa

I really could do with some guidance about which type of visa my wife needs to apply for,
I am a British man living and working in Cyprus since 2004, my wife is from the Philippines she has also been living and working in Cyprus since 2004.
We have been together for 10 years and married for four years, She has been to the U.K twice in the last 2 years both times having had to apply for 6 month visitor visa.
But we are looking at maybe moving back to the U.K on a permanent basis in the next 2 years, but i'm unsure of what visa my wife will need to apply for.
any help and advise will be greatly appreciated
