Family reunion visa for non EU parents

Hi everyone
I am a British citizen working in Germany since 2014. I need to apply for my parents visa (family reunion) from Pakistan. They both over 65 and financially dependant on me. I read here some where there is a clause in EU directive which allows EU citizen to bring their non EU dependant in EU countires.
Can anyone please help me in this. I just need a actual directive number or details or any other usefull details so I can prepare the case.

I am in a similar situation. Can you tell me if you have confirmed whether your parents are eligible for Health Insurance in Germany?
