Family Visit Visa Refused

Dear All,
I applied for family visit visa to visit my husband for one month. I provided the documents to support to show ties to my home country. The refusal notice I received is as follows:

I believe that the refusal is unfair due to following reasons. Please let me know a better way to reapply with strong evidence. My husband is having DLR (Discretionary Leave to Remain).
1. Even though the ECO stated the family ties in my country outweighed by the fact that my husband is living in the UK the person circumstances are depends on the individuals choices.
a) I'm a professional person in Sri Lanka who has developed my carrier in Chartered Accountancy and I'm member of Institute of Chartered Accountants of Sri Lanka.
b) I have progressed to my career and from the financial Accountant to Manager Finance over four years in my current working place and I have a steady career in Sri Lanka.
c) I have no intention of jeopardising my career which I build over the years.
d) I'm well educated and been paid a substantial salary according to my countries standards.
e)Regarding the partnership business
- My father is only a shadow partner in the business all executive and account/ business decisions are made and execute by me.
-My father is 64 years old and in declining health due to his age.
- He cannot manage the business himself.
f) I have strong family bonds with my mother , father , brother and his fiancée.
g) I'm the eldest of the family as such in Sri Lankan tradition I'm expected to look after and take care of my parents and my sibling.
2.On the refusal notice ECO has stated that as per my husband's immigration history he was served with form IS151A on 06/11/2012 as a Section 10 overstayed under the 1971 Immigration Act
a)Although he's served under above Act he subsequently appealed that decision against the home office and the home secretary.
b) The appeal Judge has satisfied that he has made a personal life in UK and contributed to the country. Therefore he is considered as a law full stayer in UK.
c) The reason for home office to serve with above overstay notice is that the home office did not made a decision in light of his previous appeal few years ago in timely manner.
