ILR REFUSED.. NEED ADVICE

Dear All..
Please help me to sort out my immugration problem.
I applied ILR on the basis of Domestic Violence.
Supplied all incidents with pC report GP leter DV support Agency letter.. But Refused..
CW sayss in his refusal letter..
1. As I delayed some months to report to GP the letter hsnt been given my GP.
2. Police reports says I declined to reveal me to DV Agencies..So CW sees no help from any DV afency.
But the DV organization in its letter clearly mentioned Police instructed them to help me.
And I never decluned police as ib report. I ddnt know how pc made it..
These type of reasons CW mentioned why he refused..

Im confused.. Can I go for Judicial Review ?

And Im given support by home office to get benefits. What will happen to my benefits now ?

Can I get Legal Aid for Judicial Review ?

Please advise..
