Please advice

Invited my younger sister for a visit in the UK. Got a call from some that said he is phoning from home office on behalf of an entry clearance officer. I missed the first call and he called again. Asked about my knowledge of my sister , purpose of visit , travel dates and who will be paying for the flight /taking care of her whilst she is here.

In my opinion it went very well. Didn't realise HO call for visit visa applications.. is this a sign that they want to grant the visa?

We have waited 2 weeks after the call with no news from UKVI. I called the call centre who said that application has been considered and awaiting decision . What is the difference please?
