Can UKVI repay Immigration health surcharge

Non-Arrival of BRP card in designated post office

Dear Sirs/madam,
Can anyone guide me to tackle the below mentioned issue please.
Online application made from chennai, India on 23rd June 2017, for my daughter in law (recently got married to my son) for tier 2 general partner visa to join my son, who is working in UK with tier 2 general shortage occupation. June 29th, 2017, documents submitted and biomatric done at VFS global, chennai. 18th July, UK visa decision making authorities sent a mail to her to send one particular document within 5 days by email address given by them to enable them to take a decision on her application and the same was sent to them on the same day. On 20th July 2017, she received SMS and email stating that a decision has been taken and she can collect her passport at VFS Global (UK visa application centre), Chennai, India. On 21st July 2017, she collected her passport and a letter from UK visa and immigration. In the letter they have clearly mentioned that her visa is successful and she has to collect her BRP card at the designated post office in UK, which will be available from 26th July 2017 onwards. The letter further states that either she should collect BRP within 10 days of her arrival in uk or before expiry of vignette (visa sticker) sticked in her passport for 30 days ending august 18th 2017, whichever is later. She landed in london airport on 27th July 2017 and after immigration clearance both at indian airport and london airport she came out of the airport at london. On 28th July 2017, she went to designated post office to collect BRP and the post officce staff told her that it has not reached them. She gave online complaint for that in UK visa and immigration website for BRP and got automatic reply stated that they would give reply within 5 working days. Kindly let me know that anybody faced such situation and how they overcame it. Further in this connection, I wish to mention that after getting visa sanction letter dated 19th July 2017 and 30 days vignette (visa sticker) in the passport, which was collected by her on 21st july 2017, to our surprise when we see our bank account online for some other purpose on the 27th July 2017, we found the immigration health surcharge amount paid by us on 23rd june 2017 (got IHS reference number and confirmation mail for the payment of immigration health surcharge) was credited back in our account on 24th July 2017. How to resend it to them. In this case after successful application and 30 days visa sticker in her passport, why they have returned back the IHS amount. Is it by oversight?

Dear Sirs/madam,
Can anyone advice me on the following:
After successful UK tier 2 general partner visa application for 3 years route, will the UKVI credit the amount back in to one's account from where it is paid at the time of online application outside the UK. If so what is the reason for it. I understand that the refund will be made only when it is refused.

Dear Mr.Vinny,
I thank you for having responded to my message. Even after one month vignette (visa sticker) was sticked in the passport and the letter stated "Your visa application successful" and the person landed in london airport got cleared of immigration check, the BRP card yet to arrive in uk designated post office. The money paid for immigration health surcharge at the time of online application was credited back to account 4 days after successful application. what does it mean and how to contact ukvi to pay back the amount to them and when the BRP is expected to come. if anybody undergone such horrible experience, please reply.
