Over age travel

My son has been granted a family visa to join family members in the UK under EU family law.
He is joining us since EU law states that if the child is under 21, he or she can join a family member in the UK.
The visa has been granted but he will be 21 before his date of travel.
Will it be a problem if the UKBA refuse him entry because he is over the age to join his family? If so then i will purchase another ticket before his 21st birthday.
